- Technological Races and R&D Consortium as a Tool of Industrial Policy - Japanese Experience

- Abstract:
- This article studies the role of technological races which plays on progress of state of the art and the effectiveness of R&D consortia as a tool of industrial policy on the technological races in reference to Japanese experience of government/business co-operation. It considers the process in which the long-run trajectory of the state of the art is shaped up through the shift of the leading position in the races and discusses that unified R&D efforts towards national goals are not always successful especially for leapfrogging.
